Regulating the release for commercial purposes of licensing data including motor
vehicle registration and drivers license data; requiring state agencies
collecting licensing data to notify licensees of the option to request
nonrelease of the data for commercial purposes and of the entitlement to payment
for release and to send a notice accompanying released data of individual
requests for nonrelease for commercial purposes and of individual entitlement to
payment for release; specifying certain requirements of the commissioner of
public safety relating to the implementation of a system requiring express
consent for the release of personal information on motor vehicle owners and
drivers license applicants; requiring the commissioner of administration to
develop fees to be charged for providing licensing data on individuals for
commercial purposes; prohibiting persons obtaining data from transferring the
data without payment of the fee by the person receiving the data, exception;
requiring the commissioner and the attorney general to develop an implementation
plan, specifying certain plan content requirements and requiring a report to the
legislature by a certain date (ja)
