other state; clarifying the right of certain health insurance companies to do
business in the state; specifying compliance requirements for health plans sold
in the state; defining certain terms; establishing the physician's council on
health care policy, defining certain terms, specifying membership, requiring the
council to analyze the benefits and costs of specific health mandates, requiring
the council to report findings to the legislature; providing a health insurance
income tax credit for persons without access to employer based health
