Appropriating money to the commissioner of finance for transfer to the highway
account in the transportation revolving loan fund; creating an intergovernmental
cooperative facilities revolving loan fund for commissioner loans to local road
authorities for costs relating to the construction of highway maintenance
facilities; requiring the commissioner to transfer a certain amount of money to
the loan fund and appropriating money in the loan fund to the commissioner for
the loans; appropriating money to the commissioner of transportation (DOT) for
state trunk highways construction and reconstruction to improve traffic flow and
expand highway capacity in the metropolitan area and to improve at risk
interregional corridors outstate, limiting the amount of money allowed to be
used for construction support and prohibiting use of the money for high
occupancy vehicle (HOV) lanes in the metropolitan area; requiring unspent money
to cancel to the trunk highway fund after a certain date, requiring the
commissioner to report to legislature by a certain date on projects cancelled or
delayed due to the cancellation of unspent money (ra)
