commissioner of veterans affairs in consultation with the adjutant general, the
commissioner of human services and other entities to provide start up
instruction and training for combat veterans volunteer facilitators selected by
the commissioner for the pilot program; specifying certain program training and
activity requirements; allowing acceptance of nongovernmental donations;
requiring reports to the legislature by a certain date; appropriating money to
the commissioner of veterans affairs for the pilot program
