Relating to health; requiring the disclosure of all financial transactions
related to prescription drug pricing; authorizing the attorney general to
enforce unfair price discrimination relating to prescription drugs; defining
certain terms; requiring pharmacy benefits managers to obtain a certificate of
authority from the commissioner of health, specifying application process;
specifying pharmacy benefits managers disclosure requirements; authorizing and
providing for dispensation of a therapeutic alternative prescription drug
(generic) under certain conditions; prohibiting pharmacy benefits managers from
requiring the use of a mail order pharmacy; requiring the commissioner of health
to enforce; authorizing the attorney general to pursue penalties; requiring the
commissioner of health to adopt rules
