Requiring the commissioner of health in consultation with the university of
Minnesota epidemiology department and the Minnesota hospital association to
conduct a study to determine the prevalence of prenatal illicit drug exposure
for purposes of assisting the legislature in directing resources to address
early intervention and infant special needs; requiring hospital identification
for the study and commissioner data collection requirements; requiring a report
to the legislature by a certain date
