Establishing a unified administrative structure for early learning
opportunities; allowing the integration of early childhood education
(prekindergarten and kindergarten) with early elementary grades; allowing the
state board of education and existing prekindergarten programs, under
commissioner of education approval, to enter agreements to provide a continuum
of care; authorizing commissioners of education and human services to waive or
modify existing requirements and make special allocations or grants; allowing
agreements to provide for nonprofit corporations or charter schools; allowing
tuition or participant fees; requiring agreements to create a management board,
specifying agreement requirements
