Relating to the housing finance agency (HFA); requiring providers or
organizations receiving homeless program state funding to impose certain
consistent homeless programs standards on clients and requiring consistency in
program guidelines; requiring the interagency task force on homelessness in
consultation with the Minnesota coalition for the homeless, homeless advocates,
certain homeless or formerly homeless people, representatives of public or
private providers of emergency shelter, transitional, supportive and permanent
affordable housing, representatives of homeless youth serving agencies and youth
outreach programs and interested members of the public to establish certain
standards; requiring agency and departments to implement the standards by a
certain date
