modifying the use of a certain prior appropriation to the MnSCU board of
trustees to design and construct an addition and to remodel the graphic arts and
dental space at St. Cloud technical college, authorizing use for predesign;
authorizing Ridgewater community and technical college to build an addition to
kennels for veterinary technology at the Willmar campus with existing college
funds; authorizing the board to construct a campus building at Moorhead state
university, authorizing the acceptance of nonstate money and an agreement with
the city of Moorhead for the lease of space in the building for use by the
police department in exchange for funding; authorizing Minnesota west community
and technical college to enter into a lease agreement with the YMCA for the
lease of land on the Worthington campus, specifying certain requirements and
