Providing a GRAD test appeals process, requiring the commissioner of education
to collaborate with high school teachers, administrators, parents, assessment
directors and certain higher education faculty to establish a GRAD test appeals
process allowing school districts discretionary authority to grant diplomas to
high school seniors not receiving a passing score on the state reading or math
GRAD test, requiring commissioner effectiveness evaluation
