truck; requiring registration; exempting mini trucks from the certificate of
title requirement; permitting mini truck operation on public streets and
highways and specifying equipment and speed requirements for operation; allowing
the commissioner of transportation (DOT) or road authority to further restrict
mini truck operation on streets and highways; prohibiting motor vehicle license
examination using a mini truck
