establishing the north star standard, specifying school district learning

providing for distribution and specifying certain elective and additional
requirements; providing for variations; establishing certain standards for
English proficiency; requiring the commissioner of children, families and
learning to develop a state model for local criterion referenced testing and
assessment, requiring letter grading; specifying information to be included on
high school transcripts; requiring certain notices to parents and students;
requiring annual district standards implementation reports; specifying certain
