Establishing the Minnesota agricultural research grants board, specifying
membership representation requirements and terms; requiring the board to
investigate, fund and monitor research projects to make Minnesota grown crops
more dependable and Minnesota exports more competitive in world markets,
providing for grants and specifying authorized research projects; requiring the
board to retain licensing and commercialization rights as part of funded
research agreements; authorizing a board fee per cropland acre to fund
activities, defining cropland; requiring the commissioner of agriculture to
establish an account for the deposit of board levies collected by counties;
exempting cropland from ad valorem property taxation for school district and
county government purposes; appropriating money to the commissioner of children,
families and learning for reimbursement to school districts and to the
commissioner of revenue for reimbursement to counties for the reduced tax base
