benefits under certain conditions; regulating benefit amounts and eligibility
requirements; modifying the unemployment benefits general rule experience rating
computation requirement relating to additional benefits of a nonprofit or
government employer; adding vacation pay paid from the vacation fund
administered by a union or a third party not under the control of the employer
to the list of payments not offset by unemployment benefits; modifying the
definition of actively seeking suitable employment; providing for additional
unemployment benefits to workers laid off due to lack of work in certain high
unemployment rate counties; modifying eligibility requirements for additional
unemployment benefits; requiring the commissioner of employment and economic
development (DEED) to notify applicants of the availability of additional
unemployment benefits under certain conditions; modifying certain data
disclosure requirements by the department of corrections for preconfinement
employment tracking of committed offenders for case planning purposes; providing
availability of extra benefits for hardship caused by certain delays in the
receipt of unemployment payments resulting from the new unemployment insurance
application filing system in the department; defining economic hardship and
specifying notice and payment requirements; providing for additional
unemployment insurance benefits to workers laid off from the Ainsworth Lumber
Company in the city of Cook, specifying certain notice and eligibility
requirements
