Appropriating money to the commissioner of trade and economic development for a
grant to the city of Minneapolis for a grant and loan program to promote the
development of single family rental carriage house units in areas adjacent to
planned light rail transit stations and zoned for high density housing,
requiring coordination with Fannie Mae and neighborhood groups in design and
implementation of the program, requiring proposed rental housing unit owners to
enter into an agreement with the city to limit rents in order to qualify for
funding, specifying certain grant and loan program priority requirements;
appropriating money to DTED for a grant to Minneapolis to collaborate with
neighborhood groups to develop a grant and loan program to promote mixed use
residential and commercial development along neighborhood commercial corridors
adjacent to planned LRT stations, priorities; appropriating money to the
commissioner of administration and authorizing the issuance of state bonds for a
grant to Minneapolis to construct new streets, water and sewer lines and other
infrastructure improvements in the Hiawatha corridor and for associated planning
