Prohibiting the state board of teaching from adopting, amending or repealing
rules relating to institution and teacher preparation program approval before a
certain date; requiring the board before adopting, amending or repealing the
rules to consult with representatives of faculty and administrators from state
post-secondary institutions with approved teacher preparation programs and to
report to the legislature by a certain date on institution rule opinions (mk)
