Requiring the commissioner of human services to transfer a certain amount of a
certain prior temporary assistance for needy families (TANF) maintenance of
effort appropriation for economic support grants to the commissioner of the
housing finance agency for transfer to the housing development fund for a loan
to habitat for humanity of Minnesota for allocation based on the number of
Minnesota family investment program households residing within a service area
compared to the statewide total of MFIP households and for the affordable rental
investment fund program to finance rental housing units serving families losing
eligibility for MFIP due to increased income from employment; requiring the
commissioner of human services to ensure the availability of alternative
maintenance of effort funds to replace the reduced MFIP grant expenditures;
requiring the commissioners of human services and the HFA to jointly prepare and
submit a report to the governor and legislature by a certain date on the results
of the funding, specifying certain report content requirements (je)
