secondary school or community education driver education programs offering
concurrent classroom and behind the wheel instruction after completion of a
certain number of hours of the classroom instruction, specifying certain
certificate of enrollment issuance requirements; requiring driver education
program notices to the department of public safety of students failing to
complete the classroom portion of the program within a certain number of months
after issuance of the certificates, authorizing subsequent withdrawal of the
instruction permit, student notice requirement (ra, ja)
