be administered by the jobs skills partnership board to increase the number of
skilled workers in distressed rural counties for placement with employers
primarily focusing on jobs involving technology and telecommuting; specifying
grantee eligibility; requiring the board to establish an application process;
specifying a maximum grant amount; requiring a board grant preference for
grantees training the largest number of workers; appropriating money to the
commissioner of trade and economic development (DTED) for the grants (mk)
