out of certain state mandates, defining state mandate; specifying certain
resolution and public notice and hearing requirements, requiring identification
of potential loss of state or federal revenue due to opting out; requiring
filing of adopted resolutions with the state auditor and specifying certain
duties of the state auditor including notice to the legislature of opt outs and
annually to the revisor of statutes of the state laws no longer applicable due
to total opt out for state law notation purposes; providing a total opt out
threshold for nonapplicability purposes, authorizing later opt outs; excluding
