requiring the board of trustees of the Minnesota state colleges and universities
and requesting the board of regents of the university of Minnesota to allocate
amounts available for the rebate to the respective campuses based on enrollment
and to establish a process for the rebates; requiring campus application for the
rebates and providing for allocation; exempting the board of regents and the
MnSCU board from assessment for the amount of debt service on general obligation
