buildings and land for school purposes with the approval of the commissioner of
children, families and learning, requiring submission of a detailed description
of the existing or proposed facility to the commissioner; providing building aid
for charter schools not accepting building lease aid, specifying certain duties
of the commissioner and certain authorized uses of the aid; requiring charter
schools owning land or buildings to develop a plan to dispose of the land or
buildings upon school closure (ra)
