owner; authorizing local government units to certify inspectors qualified to
perform the inspections and to restrict building owners to the selection of
qualified inspectors, granting building owners the right to choose among
certified inspectors, exception; authorizing local units to require owners or
inspectors to file a record of the inspection with the local unit and limiting
