Requiring the commissioner of public safety to adopt rules establishing and
implementing a program to certify tow truck operators as trained and qualified
to safely provide vehicle towing and recovery services in ordinary and
extraordinary situations, specifying certain commissioner consideration
requirements in establishing the program; authorizing the commissioner to
establish an advisory committee to assist in adopting the training and
certification rules, specifying certain committee membership representation
options; requiring the commissioner through the state patrol division to
maintain a list of certified towing and recovery companies and operators for
dissemination to state troopers and other peace officers for information
purposes; authorizing the commissioner to recommend statutory changes to
facilitate the implementation and administration of the uniform statewide
