provide a certain percentage increase to the cash portion of the transitional
standard under MFIP; modifying eligibility requirements for certain participants
receiving TANF (temporary assistance for needy families) benefits counting
toward the federal month time limit for a hardship extension; modifying the
sanctions for noncompliance; redefining work activity; repealing certain
provisions relating to the MFIP cap and rental subsidy as unearned income
provision
