research and education council and program; requiring the council to review
applications and select projects to receive agricultural fertilizer research and
education program grants; specifying certain council membership requirements,
powers and duties; imposing certain checkoff fees for persons selling fertilizer
to Minnesota producers, establishing an agriculture and fertilizer research and
education program account in the agricultural fund for checkoff fee collections,
authorizing refunds under certain conditions, exempting certain rules, sunset;
specifying certain requirements for eligible projects activities, specifying
certain requirements for the awarding of grants; requiring an annual audit of
financial activities to be filed with the commissioner of agriculture, sunset;
exempting farm storage of liquid commercial fertilizer from fertilizer facility
safeguarding and permit requirements
