1E Relating to education

ARTICLE 1 - GENERAL EDUCATION REVENUE

Modifying the
conditions for pupils over 21 years of age to receive free enrollment in public
schools, specifying conditions; requiring alternative teacher compensation
revenue to be in a general fund reserve account; removing charter schools from
the definitions of high school and primary school under general education
revenue; requiring unemployment (reemployment) unused balances to be returned to
taxpayers through levy reduction; clarifying use of the safe schools levy and
including in district levy limitations; allowing the commissioner of education
to make advance state paid tax credits for debt service; making various
conforming amendments

information publication requirements, authorizing web site publication

schools; modifying certain tuition rate and other costs special instructions for
nonresident children; modifying the definition of core early intervention
services; expanding early childhood part C services; modifying the general
education revenue provision; modifying an errors in distribution of school aids
provision; expanding basic alternative teacher compensation aid; authorizing
independent school district #829, Waseca to levy for health and safety revenue;
appropriating money to the commissioner of education for early childhood part C
services, early childhood screening, and prekindergarten program transition
revenue
