status with prior notice to the commissioners of health and human services, time
limit; layaway beds to have the same status as voluntarily delicensed and
decertified beds not subject to license fees or surcharges; authorizing
relicensing and recertification after a certain period of time; providing for a
corresponding adjustment in the nursing facility reimbursement rate under
