Relating to health, providing for the licensing and regulation of naturopathic
doctors

ARTICLE 1 - GENERAL

Defining the scope of practice of naturopathic
medicine and certain terms;
regulating conduct, requiring informed consent from
patients and the maintenance of certain patient records, providing for the
protection of identity; requiring licensing by the board of medical practice;
regulating the use of certain titles and providing for practice of the
profession by certain nonphysician individuals; specifying certain general
requirements for licensure and providing for licensure by endorsement or
reciprocity; authorizing the board to issue temporary permits to practice as a
licensed naturopathic doctor under certain conditions; requiring annual license
renewal; providing for licensee placement in inactive status, for return to
active status and for change of license to emeritus status; requiring board
cancellation of licenses under certain conditions; specifying certain
requirements for certification in naturopathic
childbirth; requiring certain
board actions on license applications; specifying certain continuing education
requirements; subjecting licensed naturopathic doctors and applicants to certain
disciplinary actions; requiring the board to appoint a temporary licensed
naturopathic doctor advisory council, specifying certain membership requirements
and duties; imposing certain nonrefundable license fees and a penalty fee for
late renewals

ARTICLE 2 - CONFORMING AMENDMENTS

Making conforming amendments
to certain statutory provisions relating to unique identification numbers for
health care providers, the definition of business license, access to health
records, health care review organizations, manual or mechanical therapy training
requirements, unlicensed mental health practitioners, the definition of
practitioner for board of pharmacy regulation purposes, the HIV, HBV and HCV
prevention program and civil liability immunity
