relating to dangerous and repeat felony offenders, minimum sentences of
imprisonment, dangerous sex offenders life sentences for repeat offenders and
terms of conditional release for sex offenders; providing a mandatory sentence
for certain engrained offenders under certain conditions; revisor of statutes
instructions; repealing certain provisions relating to departure from
guidelines, definitions and certain prior provision modifications for mandatory
sentences for certain patterned and predatory sex offenders with no prior
conviction requirements and presumptive and mandatory sentences for repeat sex
offenders
