unit to apportion an adjusted fee amount among the boards of medical practice,
dentistry and nursing; requiring apportionment distribution amounts to equal
amounts expended on medical professional liability insurance coverage purchased
by each of the board providers; appropriating money to the administrative unit
for medical professional liability insurance coverage
