2E Relating to state government

ARTICLE 1 - STATE GOVERNMENT

Relating to
state government; modifying equitable compensation limits; modifying limits on
state commissioner salaries; incorporating Minnesota Milestones goals and
indicators in budget preparation; requiring the legislative commission on
planning and fiscal policy (LCPFP) to form a subcommittee on government
accountability to review certain recommendations from the commissioners of
finance and administration; modifying certain budget preparation requirements;
requiring the sesquicentennial commission to solicit input and suggestions from
communities throughout the state during the sesquicentennial celebration
regarding the selection and use of Minnesota Milestones goals and indicators;
requiring the commissioner of finance to convene a working group for Minnesota
Milestones to assist in the preparation of recommendations for the required
Minnesota Milestones report, sunset provision; modifying certain provisions
regulating the sale and disposition of surplus state owned lands; modifying
certain duties of the commissioner of administration relating to notice
requirements to agencies describing lands and tracts declared surplus and
certain survey, appraisal and public sale requirements; modifying certain terms
of payment requirements; eliminating contract for deed requirements with
purchasers; requiring state agencies with certain information and
telecommunications technology projects to register with the office of enterprise
technology and requiring the office to monitor progress on the projects;
requiring the office of enterprise technology to report to the legislature
regarding its approval process for state agency technology requests and
assistance provided to state agencies in developing agency information systems
plans; providing up to three hours of paid leave in any 12-month period for
state employees to donate blood; authorizing employers to provide leave to
employees to donate blood; modifying financial statement requirements for
certain charitable organizations relating to donated food; including appellate
court appointments in the commission on judicial selection process;
appropriating money to the commissioner of administration to design and
construct a workers memorial on the capitol grounds; appropriating additional
money for the workers memorial and the Hubert H. Humphrey memorial in the
capitol area; repealing certain provisions relating to requirements for sale
and disposition of surplus state owned land, the recording of contracts for deed
and assignments and group II and III salary limits for certain
employees

ARTICLE 2 - LAWFUL GAMBLING

Modifying certain horse racing
medication regulations at licensed
racetracks; clarifying the definition of
gambling device for gambling
crimes determination purposes; repealing a
provision relating to manufacture of gambling devices or components for shipment
to other jurisdictions

ARTICLE 3 - ELECTIONS

Providing contribution limits for
judicial candidates; modifying the current
provision relating to write in
absentee ballots; authorizing the secretary of state to transfer funds to the
help America vote act account to meet certain federal requirements
