E Modifying certain commercial motor vehicle traffic regulations provisions;
modifying the definition of farm truck relating to the first haul of forest
products and increasing the vehicle overweight limit under motor vehicle
registration provisions; restricting state trooper commercial vehicles
subsequent safety or suspected illegal activity spot inspection authority,
requiring a signed and dated document to the operator as evidence of inspection;
further restricting the authority of officers to require commercial vehicles to
drive to another scale site; clarifying the determination of gross weight
violations; clarifying the definition of first haul for weight records purposes;
clarifying the application of the additional fee for special permits to exceed
weight limits; requiring the commissioner of transportation (DOT) to conduct a
study of load restrictions and seasonal load increases in the northern zone of
Minnesota and to make certain recommendations relating to the establishment of
new zones to the legislature by a certain date (je, ja)
