3E Revising requirements and procedures for county-based purchasing for state
health care programs; modifying dispute resolution mediation panel membership
requirements; requiring the commissioner of human services (DHS) to assign
eligible individuals under the medical assistance (MA) prepayment demonstration
project in the absence of a specific managed care plan choice to the county
based purchasing health plan in Olmsted, Winona, Houston, Fillmore and Mower
counties under condition of county residency; clarifying certain duties of the
commissioner of health relating to county based purchasing for single-health
plan managed care contracts; modifying certain reporting requirements; requiring
certain conforming statutory changes by the revisor of statutes
