E Authorizing and providing for cities or towns to construct, reconstruct,
repair, enlarge, improve or otherwise obtain street utilities to increase or
maintain traffic capacity of new or existing collector streets or provide local
matching amounts for street utilities (improvements) on county collector
streets; authorizing and providing for charges and contracts for the use and
availability of the utilities, requiring the placement of charges collected in a
separate fund to be used for street utilities in the area of collection;
authorizing other street utility charges, specifying certain notice, public
hearing and ordinance adoption requirements; authorizing and providing for the
sale of bonds and for advance funding agreements with individuals, corporations
or partnerships; restricting the use of special assessments; providing for mixed
housing developments of rental and for sale units; requiring the negotiation of
reasonable regulatory accommodations, defining regulatory accommodations,
authorizing cities or towns to condition the provision of regulatory
accommodations or the issuance of variances or special or conditional use
permits on the development containing a higher percentage of dwelling units
subject to certain rent or sales price limits, exempting certain cities with
adopted inclusionary housing ordinances from the requirements; placing the
burden of proof on the city or town in certain actions relating to the
accommodations; restricting reduction of density conditions; requiring and
providing for city or town preparation of housing fiscal impact notes under
