E Modifying certain provisions relating to health care purchasing alliances;
providing for rural health care purchasing alliance employer-member
contributions to the cost of employee health coverage under certain conditions;
creating an exception to the requirement for accountable provider networks and
health care purchasing alliances to comply with applicable requirements;
authorizing self insured employers to participate as affiliate members of
purchasing alliances without affecting the standing of the employer under the
federal employee retirement income security act (ERISA), defining affiliate
member; authorizing the establishment and maintenance of complaint systems by
contract with a purchasing alliance, requiring approval of the commissioner of
health, prohibiting commissioner waiver of enrollee rights relating to external
review; restricting accountable provider networks offering of benefit plans to
employer-members of the alliance; authorizing an alternate form of submission of
information needed to monitor quality of care and enrollee rights; modifying
certain solvency protection requirements; extending the time limit for
commissioner approval of certificates of authority for accountable provider
networks, requiring the commissioner to honor the intent of the provisions to
foster community focused affordable health coverage for small employers and
employees; repealing the enrollment limit (ra, ja)
