1E Relating to commuter rail; clarifying the authority of the commissioner of
transportation (DOT) to exercise powers to plan, design, acquire, construct and
equip commuter rail facilities; specifying certain duties and responsibilities
of the metropolitan council relating to commuter rail operation and maintenance
located in whole or in part within the metropolitan area; specifying certain
duties of the commissioner of transportation relating to transfer of property
and use rights prior to commencement of prerevenue services for a commuter rail
line; providing for rights of employees under the federal employees liability
act or the railway labor act
