the issuance of trunk highway bonds for the reconstruction of I-494 from the
intersection with I-94 in the city of Maple Grove to the intersection of I-394
in the city of Minnetonka; requiring reconstruction of the Fish Lake interchange
and adding certain lanes between I-494 in Maple Grove and highway #55 in
Plymouth and between highway #55 in Plymouth and I-394 in Minnetonka
