of state bonds for a grant to the city of St. Paul for the capital costs of
environmental response actions at the Pigs Eye landfill; cancelling a certain
prior appropriation to the PCA for the capital costs of environmental response
actions at eligible facilities and reducing the corresponding bond issuance
