Modifying certain responsibilities of the commissioner of transportation
relating to appearances on public transportation matters; requiring the
commissioner to cooperate with federal agencies to harmonize state and federal
transportation regulations, authorizing the commissioner to conduct joint
hearings with federal agencies, to approve and establish freight rates and
charges departing from the distance principle and to nominate members to joint
boards as provided by federal acts; transferring certain responsibilities
relating to motor or common carriers from the transportation regulation board
(TRB) to the commissioner; specifying certain phrase or term change and
renumbering instructions to the revisor of statutes; repealing the
transportation regulation board and certain provisions relating to the safe
operation of trains, the removal or abandonment of railroad tracks and the
