construction project proposals by the commissioner of health; requiring the
commissioner to conduct public hearings prior to making a recommendation;
specifying certain notice and proposal request requirements; specifying certain
duties of the commissioner relating to multiple applicants seeking approval to
build a hospital, requiring a needs assessment upon receipt of multiple
proposals; specifying certain meeting requirements; requiring the commissioner
to issue an order selecting an application following the closing of the record
of the hearing and to submit the matter to the legislature for acceptance or
rejection; providing for commissioner expenses payment
