and industry in employee death cases to make reasonable efforts to locate the
next of kin and to mail copies of citations for violations and penalty
notifications, notices of hearings, complaints and answers, settlement
agreements, orders and decisions and notices of appeals; granting the next of
kin the right to request a consultation with the department relating to
citations and penalty notifications issued as a result of the investigation of
the death of the employee. defining next of kin; increasing the fine for causing
or contributing to the cause of death of an employee in serious, willful or
