Authorizing local government units and interested individuals to request of the
commissioner of natural resources (DNR) an accelerated acquisition of qualified
critical shoreland habitat, defining qualified critical shoreland habitat;
requiring prompt determination by the commissioner and requiring the
commissioner to convene a workgroup to evaluate requests, specifying certain
workgroup representation options and review and recommendation requirements;
prescribing a procedure and conditions for acquisition after a favorable
recommendation from the workgroup, authorizing county management of timber
resources on the property under certain conditions; appropriating money to the
commissioner and authorizing the issuance of state bonds for the acquisition
