replacing PVC fill piping with metal piping at residential locations between
certain dates under certain conditions, limit; clarifying heating oil vendors
residential spill nonresponsibility under certain conditions; repealing
petroleum tank release cleanup (petrofund) reimbursement to retail locations and
transport vehicles
