3E Authorizing the commissioner of transportation (DOT) to charge user fees to
single occupant motor vehicle (automobile) operators or owners using dynamic
shoulder lanes as designated by the commissioner; establishing an I-35W high
occupancy vehicle and dynamic shoulder lane account in the special revenue fund
to pay costs of operating and administering the fee collection system; allowing
the commissioner to designate freeway dynamic shoulder lanes; defining dynamic
shoulder lane; requiring a report to the legislature by a certain date and
annually on the urban partnership agreement
