E Modifying certain motor vehicle registration and titling provisions;
eliminating certain references to single license plates for motorcycles under
the provision providing for the issuance of special license plate stickers for
members of congressionally chartered veterans service organizations; modifying
and clarifying certain requirements for the transfer of vehicle ownership;
restricting eligibility for payment of the registration tax by installment;
creating an exception to the certificate of title exemption for trailers;
specifying certain certificate of title application content requirements for
assembled motorcycles; conforming the state open bottle law to federal law,
replacing certain references to intoxicating liquor with alcoholic beverage and
distilled spirit; expanding a certain exception to the requirement for school
bus drivers to activate flashing red and stop arm signals relating to stopping
off the traveled portion of a roadway, providing for designation of the stops as
school bus stops; conforming emergency vehicle siren requirements to federal
standards; eliminating the commercial motor vehicle inspection fee limit;
modifying and clarifying certain fee deposit or crediting requirements; adopting
federal odometer regulations; eliminating the sunset on the program allowing
extension of the registration period for the unexpired portion of a motor
vehicle lease; repealing the authority of the registrar to issue special Olympic
license plates (ra, ja)
