without special interest money and to restore nonwealthy candidates First
Amendment rights, modifying campaign finance and public disclosure statutory
law; establishing a transition election cycle and limits; providing a public
subsidy to candidates; defining party unit under state election law; increasing
the tax payer refund for political party and candidate contributions;
appropriating money to pay for the public subsidy; repealing limit in
nonelection year and designation of income tax payments (election campaign
income tax checkoff)
