deer management pilot zone in Kittson, Lake of the Woods, Marshall, +Pennington
and Roseau counties and restricting the taking of antlered deer by +firearms in
the zone; requiring the commissioner to establish an early special +firearms
deer season for youth residents to take antlerless deer in the zone; +requiring
a warning for zone hunting restriction violations before a certain +date and
imposing a fine for violations after that date; requiring the +commissioner to
annually report to the legislature on the pilot zone, specifying +certain report
