suppliers; requiring the development of a model drinking water emergency
ordinance for use by certain cities and counties; authorizing the development of
a standardized format for groundwater information for transferring information;
authorizing the appointment of an ombudsman for groundwater pollution education
and assistance, prescribing duties, providing for independence of action,
specifying certain qualifications and providing for staff support; modifying the
fee for service connection to public water supply imposed by the commissioner of
health; defining conservation rate structure; requiring sanitary sewer charges
for commercial and industrial users to follow a conservation rat structure by a
certain date; requiring the submission of a water and sewer pricing report to
the legislature by a certain date
