Appropriating money to the board of regents of the university of Minnesota and
authorizing the issuance of state bonds to design, construct and furnish a
biosafety level 3 necropsy laboratory addition to the veterinary diagnostic
laboratory building on the St. Paul campus to protect students, employees and
the environment from avian influenza, bovine tuberculosis and other zoonotic and
foreign animal diseases
